Christine Tobias

Assistant Supervisor of Health Education

Carroll County Public Schools

  • Meet Christine

Christine C. Tobias is an experienced educator with over three decades of experience in teaching, curriculum development, and instructional leadership. She recently retired from Carroll County Public Schools where she served as the Assistant Supervisor of Health Education. She has led PreK–12 health curriculum initiatives, supervised educators, and built strong community partnerships to support prevention efforts. Christine holds a master’s degree in Curriculum and Instruction from McDaniel College and is certified in Administration I, Health Education, Elementary Education, and ESOL.

Her leadership extends beyond the school system through active involvement with statewide health education task forces and curriculum development committees, including the Maryland Comprehensive Health Education Framework and MSDE's Sexual Assault Prevention Curriculum. A dedicated advocate for student wellness, Christine also trains educators in evidence-based programs such as Sources of Strength. She has served as an adjunct faculty member at Frostburg State University and remains deeply engaged in shaping health education policy and practice at both the local and state levels.

Carrie Berman

Middle School Health Teacher

Carroll County Public Schools

  • Meet Carrie

With over three decades of experience in education, Carrie Berman brings a wealth of knowledge and passion to the field of health education. She began her career after graduating from Western Maryland College in 1990, accepting an internship as Assistant Dean of School and houseparent at Chapel Hill–Chauncy Hall School in Waltham, Massachusetts. There, she gained early leadership experience overseeing student discipline, supervising residential life, and coaching girls’ basketball and softball. Her role evolved into a full-time position for three years, during which she helped coordinate school-wide events.

She later served as a health and physical education teacher at The North Hills School in Irving, Texas, where she taught students in grades 4–12, launched the girls’ basketball program, and was honored as Teacher of the Year. In pursuit of returning closer to home, she joined Carroll County Public Schools as a middle school health teacher at West Middle School, where she is now entering her 24th year.

During her time at West Middle, she has served as Team Leader, Red Ribbon Advisor, and co-coordinator of the Sources of Strength program—a nationally recognized suicide prevention initiative promoting protective factors such as family support, mentorship, and mental health. She has co-led the program for the past seven years, helping build a culture of resilience among students and staff.

In addition to her work in the classroom, Carrie has contributed to countywide and state-level health education initiatives. She writes curriculum annually for all middle school health teachers in Carroll County and has served on the Maryland State Board of Education's health curriculum writing team. She was elected to the Teacher Advisory Council, where she collaborated on district policy development.

A lifelong learner and advocate for professional growth, she earned her Master’s Degree in Curriculum and Instruction and holds a Master’s plus 60. She has attended numerous SHAPE America conferences and presented twice. She has also coached both JV and Varsity girls’ basketball and has been nominated multiple times for Outstanding Teacher of the Year. She is passionate about teaching health and building meaningful, lasting connections with her students.
